By the grace of His Holiness the Dalai Lama and
under the right guidance of the exile Tibetan government the monks were
first sheltered in Buxa and thereafter moved to settlement in the south
where the Monasteries were re-established and revived complete tradition
of religious activities and facilitated study of all the five major
Buddhist philosophical subjects and treatises as prevailed in Tibet. It
was then the Tibetan kids from the settlements began entering the
Monastery and at the same time, as per wishes of late Lama Thupten Yeshi
and Kyabje Zopa Rinpoche and Khen Rinpoche Lhundup Rigsel, Kopan
Monastery also started to send its young novice monks to join this
Khangtsen due to which the number of Khangtsen inmate rapidly increased.
Towards the end of 1970s, due to the supreme leadership of His Holiness
the Dalai Lama and massive political and moral support given by truth,
justice and freedom loving people in the Asian nations and Western
countries, the communist Chinese government experimented a
liberalization policy in Tibet. That enabled large number of monks and
children to join exile Tibetan Monasteries and witnessed a sudden surge
in the number of monks in all these Monasteries in exile. Even today
there is not a single Monastery left there inside Tibet which is true
centre of learning.
Through the incomparable leadership and farsighted vision of His
Holiness the Dalai Lama, the living Buddha of this century, today, the
Tibetan Monasteries and Buddhist centres belonging all School of Tibetan
Buddhist traditions including the three greatest seats of learning
centres of Gelugps School dotting the continents and countries across
the world are the only true centre of excellence in Buddhist studies and
spiritual training. It is no surprise then that not only new comers from
Tibet keep joining this Khangtsen from Tibet at great personal risk in
crossing the treacherous Himalayas under the shadow of Chinese border
security gourds who do not hesitate to shoot at Tibetans escaping into
Nepal, and monks from traditional Buddhist belt of Himalayan regions
keep joining this Khangtsen, as such today, we have here 267 inmates in
the Khangtsen.

We are faced with shortage of monks' quarters and to compound the
accommodation problem the old existing rooms are in very bad condition
and the situation is worsened during summer raining season when the
roofs start leaking and due to extreme heat generated by asbestos sheet
the monks had to go out in search for shadows. Moreover, as three and
more monks have to share one room, it causes huge inconvenience to all
the room-mates to study and memories scriptural texts. Seeing all this
genuine problems faced by the Khangtsen monks, at the direction and
advice of Khen Rinpoche Lhundup Rigsel, we have prepared following
Monks' Quarter Construction Estimate to build 100 Rooms, which is as
follows.
